Thirteenth Meeting of States Parties

Presided by the Philippines, the Thirteenth Meeting of States Parties to the Convention on Cluster Munitions is the fourth formal meeting of the Convention after the adoption of the Lausanne Action Plan, a five-year (2021-2026) roadmap for States Parties to progress towards the full universalization and implementation of the Convention.

H.E. Mr. Carlos D. Sorreta, Ambassador Extraordinary and Plenipotentiary, Permanent Representative of the Philippines to the United Nations Office and other international organizations in Geneva, presided over the 13MSP.

FRIDAY 19 SEPTEMBER 2025

H.E. Mr. Daovy Vongxay, Ambassador Extraordinary and Plenipotentiary, Permanent Representative of the Lao People’s Democratic Republic to the United Nations Office in Geneva, was elected as the President of the Third Review Conference (3RC) scheduled for 2026

Date, duration, venue, and estimated cost for the organization of the 3RC was announced:

  • The 3RC is scheduled for September 2026 in Vientiane and lasting five days
  • Two Preparatory Meetings will take place in Geneva on: 30 March 2026 and 1 July 2026
  • Revised estimated costs of the 3RC (CCM/MSP/2025/19)

Zambia provided a written statement to welcome the Lao PDR’s Presidency of the Third Review Conference
