CCM Action Plans

 

Drawing from the provisions of the Convention, CCM Action Plans are designed to gather momentum, guide and help States Parties and other relevant actors in the practical implementation of the Convention. The adoption of Action Plans reflects the strong message States Parties send on their commitment to the implementation of the CCM.

In 2010, at the First Meeting of States Parties (1MSP) held in Vientiane, Lao People’s Democratic Republic, States Parties adopted the Vientiane Action Plan (VAP). The VAP set out steps, actions and targets to be implemented over the following five years up to the First Review Conference (1RC) in 2015.

Building on the VAP and the recommendations of its Review, the First Review Conference (1RC) of September 2015, held in Dubrovnik, Croatia, States Parties adopted the Dubrovnik Action Plan (DAP). The DAP was developed to carry forward the aim of ensuring effective implementation of the provisions of the CCM until the Second Review Conference in 2020.

In 2020, Switzerland in its capacity as President of the 2RC in collaboration with members of the Coordination Committee and the Implementation Support Unit (ISU) spearheaded the evaluation of the progress made by CCM States Parties in fulfilling their treaty obligations since the First Review Conference.

Subsequently, and further building on the DAP Review Document, the Lausanne Action Plan (LAP) was developed. Due to the epidemiological situation caused by the COVID-19 pandemic, the conclusion of the 2nd Review Conference which held its First Part in November 2020, was delayed until September 2021 when the new Action Plan was adopted in Geneva, Switzerland.

The Convention’s third five-year Action Plan aims to achieve significant and sustainable progress towards the universalization and implementation of the Convention for the period 2021-2026. To this end, it lays out concrete actions that States Parties have determined to undertake. The implementation of the LAP will be reviewed at the Third Review Conference now scheduled for 2026.
