The ICRC model legislation for Common Law States is a tool for States in the process of developing their national legislation in accordance with Article 9 of the Convention.

At the 2nd Meeting of States Parties, New Zealand, as Coordinator of the Working Group of National Implementation Measures (2012-2013), presented a model legislation for small States not possessing cluster munitions and not contaminated by them. The aim of such a model legislation is to prohibit future possession of cluster munitions and to outlaw trade in them, or their transfer or transit.
