Drawing from the provisions of the Convention, CCM Action Plans are designed to gather momentum, guide and help States Parties and other relevant actors in the practical implementation of the Convention. The adoption of Action Plans reflecct the strong message States Parties send on their commitment to the implementation of the CCM.
At the First Meeting of States Parties (1MSP) in 2010, held in Vientiane, Lao People’s Democratic Republic, States Parties adopted the Vientiane Action Plan (VAP). The VAP set out steps, actions and targets to be implemented over the next five years up to the First Review Conference (1RC) in 2015.
Prior to the 1RC, Costa Rica in its capacity as President of the 5MSP initiated the VAP Review, in cooperation with Coordinators and the interim Implementation Support Unit (ISU) at UNDP. Building on the VAP and the recommendations of the Review, the Dubrovnik Action Plan (DAP) was developed.
The DAP, that was adopted in Dubrovnik, Croatia, during the 1RC, seeks to carry forward the aim of ensuring effective implementation of the provisions of the CCM until the 2RC in 2020.
